Study Description
Governor Brown submitted a Governor's Reorganization Plan to the Little Hoover Commission on March 30, 2012. The plan called for replacing five agencies with three, producing the Government Operations Agency, the Transportation Agency and the Business and Consumer Services Agency. As part of the proposal, the Technology Agency would become a department in his Government Operations Agency, and the California Emergency Management Agency would become an office reporting to the Governor.
In addition, the plan proposed eliminating or transferring parts or all of the activities of several boards and commissions to other locations within the executive branch, and combining the activities of several departments into new or existing departments.
Affected bodies included the California Transportation Commission, Delta Stewardship Council, the Public Employment Relations Board, the Boating and Waterways Commission, the California Horse Racing Board, the Public Employment Relations Board, the Board of Chiropractic Examiners, the High Speed Rail Authority, the California Housing Finance Agency, the Structural Pest Control Board, and the California Gambling Control Commission.
Affected departments and offices included the Department of Real Estate, the Department of Corporations, the Department of Financial Institutions, the Office of Real Estate Appraisers, the Department of Boating and Waterways, the Department of Resources Recycling and Recovery, and the Office of Exposition Park.

State law establishes that all Governors' reorganization plans must be submitted to the Commission for review at least 30 days prior to submitting it to the Legislature for its consideration. Following its review and one or more public hearings on the proposal, the Commission offers a recommendation to the Legislature to either allow the plan to go into effect or to reject the plan.

On Monday, April 23; Tuesday, April 24; and Wednesday, April 25, 2012, the Little Hoover Commission will hold public hearings on the Governor’s 2012 reorganization plan. The hearings will be held at the Employment Development Department Auditorium, 722 Capitol Mall, Sacramento.
Governor Brown has proposed replacing five agencies with three and, in the process, creating three new agencies (the Government Operations Agency, the Business and Consumer Services Agency and the Transportation Agency). As part of the proposal, the Technology Agency would become a department in his Government Operations Agency, and the California Emergency Management Agency would become an office reporting to the Governor. In addition, the plan proposes eliminating parts or all of the activities of several boards and commissions or moving them to other locations within the executive branch, and combining the activities of several departments into new or existing departments.
The first public hearing will be on Monday, April 23, 2012, from 10 a.m. to 5 p.m. and will begin with an overview of the plan by Jim Humes, Executive Secretary for Administration, Legal Affairs and Policy in the Office of the Governor. Following the overview, the Commission will hear from state executives and stakeholders in the following sessions:
- Session 2: Governor’s Office of Business & Economic Development (G0-Biz)
- Session 3: California Transportation Agency
- Session 4: California Gambling Control Commission
On Tuesday, April 24, 2012, a public hearing will be held from 9 a.m. to 5 p.m. Testimony will be heard from state executives and stakeholders.
Tuesday’s hearing will include the following sessions:
- Session 5: Business and Consumer Services Agency
- Session 6: Government Operations Agency
- Session 7: Public Employment Relations Board
The final public hearing will be held Wednesday, April 25, 2012, from 9 a.m. to 1 p.m. Testimony will address the issues and considerations involved in the Governor’s proposal for the Delta Stewardship Council and the Department of Boating and Waterways.
State law establishes that all Governors’ reorganization plans be submitted to the Commission for review. Once the Commission has had the plan for 30 days, the Governor may submit the plan to the Legislature. The Commission then has 30 days to prepare and submit its written recommendation to either allow the plan to go into effect or reject it.
There will be an opportunity for public comment at the end of each hearing. The Commission also encourages written comments.
Immediately following the April 25 hearing, the Commission will hold its business meeting in Room 202, 1400 10th Street, Sacramento.

On Monday, April 23; Tuesday, April 24; and Wednesday, April 25, 2012, the Little Hoover Commission will hold public hearings on the Governor’s 2012 reorganization plan. The hearings will be held at the Employment Development Department Auditorium, 722 Capitol Mall, Sacramento.
Governor Brown has proposed replacing five agencies with three and, in the process, creating three new agencies (the Government Operations Agency, the Business and Consumer Services Agency and the Transportation Agency). As part of the proposal, the Technology Agency would become a department in his Government Operations Agency, and the California Emergency Management Agency would become an office reporting to the Governor. In addition, the plan proposes eliminating parts or all of the activities of several boards and commissions or moving them to other locations within the executive branch, and combining the activities of several departments into new or existing departments.
The first public hearing will be on Monday, April 23, 2012, from 10 a.m. to 5 p.m. and will begin with an overview of the plan by Jim Humes, Executive Secretary for Administration, Legal Affairs and Policy in the Office of the Governor. Following the overview, the Commission will hear from state executives and stakeholders in the following sessions:
- Session 2: Governor’s Office of Business & Economic Development (G0-Biz)
- Session 3: California Transportation Agency
- Session 4: California Gambling Control Commission
On Tuesday, April 24, 2012, a public hearing will be held from 9 a.m. to 5 p.m. Testimony will be heard from state executives and stakeholders.
Tuesday’s hearing will include the following sessions:
- Session 5: Business and Consumer Services Agency
- Session 6: Government Operations Agency
- Session 7: Public Employment Relations Board
The final public hearing will be held Wednesday, April 25, 2012, from 9 a.m. to 1 p.m. Testimony will address the issues and considerations involved in the Governor’s proposal for the Delta Stewardship Council and the Department of Boating and Waterways.
State law establishes that all Governors’ reorganization plans be submitted to the Commission for review. Once the Commission has had the plan for 30 days, the Governor may submit the plan to the Legislature. The Commission then has 30 days to prepare and submit its written recommendation to either allow the plan to go into effect or reject it.
There will be an opportunity for public comment at the end of each hearing. The Commission also encourages written comments.
Immediately following the April 25 hearing, the Commission will hold its business meeting in Room 202, 1400 10th Street, Sacramento.
